The SWAT unit is part of the Korean National Police Agency. As a national police force, the KNP provides all policing services throughout the country. The Combat Police division of the National Police Agency is an anti-riot paramilitary unit, of military conscripts. Its members deal with counterintelligence and riot policing. In their riot gear, the police were once identified by their signature metal riot shields which are numbered such as "1001" or "1011", and on their helmets with the NPA emblem. Now the police use modern tactical clear plastic shields and now deploy high-powered water cannons to minimize civilian injuries.

SWAT KOREAN MILITARISED POLICE The KNP SWAT is a specialized unit to perform dangerous operations. Criminal Minds: NCI versus FBI

There does not seem to be an NCI in South Korea. Nothing can be found on the Internet so probably, it does not exist. A FICTIONAL ORGANIZATION The conclusion is -  NCI is a fictional organization. Perhaps the production team does not want it to be related to any South Korean intelligence organization including the NIS. The NCI acronym could stand for - ‘National Criminal Investigation’ (Bureau) or ‘National Criminal Intelligence’ (Service). In order to understand what NCI is, one has to study other similar organizations, especially the FBI.

South Korea does have its own intelligence agency, The National Intelligence Service (NIS), which is the chief intelligence agency of South Korea. In the 2007 drama ‘Time Between Dog And Wolf’, Lee Joon Gi portrays Lee Soo Hyun, an NIS agent who later went undercover to infiltrate a dangerous gang.    The NIS does not have the same feel as the FBI of Criminal Minds so perhaps it is the reason for the creation of a fictional agency, NCI.

FBI THE FEDERAL BUREAU OF INVESTIGATION  THE UNITED STATES OF AMERICA The Federal Bureau of Investigation (FBI) is the domestic intelligence and security service of the United States, which simultaneously serves as the nation's prime federal law enforcement agency. The FBI Academy, located in Quantico, Virginia, is where new agents are sent for training to become FBI Special Agents. The FBI director is responsible for the day-to-day operations at the FBI. THE FBI  THE MAIN GOAL The FBI's main goal is to protect and defend the United States, to uphold and enforce the criminal laws of the United States, and to provide leadership and criminal justice services to federal, state, municipal, and international agencies and partners. THE FBI  TOP PRIORITIES Currently, the FBI's top priorities include protecting the United States from terrorist attacks, cyber-based attacks and high-technology crimes, civil rights and combating public corruption at all levels, transnational / national criminal organizations and enterprises, major white-collar crime and significant violent crime.

BAU BEHAVIOURAL ANALYSIS UNIT FBI The Behavioural Analysis Unit (BAU) is part of the FBI. The headquarters for the BAU is in Quantico, Virginia. The North American drama ‘Criminal Minds’ depicts an elite group of FBI agent profilers from BAU who travel the country assisting local law enforcement on diverse criminal cases. CRIMINAL MINDS KOREA The information on the BAU provides interesting and provocative food for thought. Well, the pertinent question is, if the FBI has BAU, what about the NCI of Criminal Minds Korea? What is the name of their profiling agency?
